Just 17 minutes.... and get your driving license renewed (PUNE)

Complaints .... no blog post since long time ! Trust me friends...it is no more fun time for me since past 4 months. My gtalk status is "Deadly Busy". But I am committed for sharing my knowledge. Here you go with some interesting stuff...

17 Minutes and get your driving license renewed.

I posted a comment on Face Book a few weeks ago and was very well appreciated by friends because I helped my father to get his driving license renewed in 17 minutes at Pune RTO Office.

Here is the summary of process-


1. Download the Renewal/Duplicate Application (Form 1, Form LLD) form from the website – http://www.rtopune.info/drivinglicenses.htm
2. Fill up the form completely and carefully.
3. Carry: Before you go to RTO Pune, carry with you – Pen, White Paper, Glue Stick, a stapler with pins and change for 50, 100, 500, 1000 rupees.
4. Senior Citizen: In case you are a senior citizen, you also need to get a medical certificate of your fitness from the doctor. The recognize doctor is available at RTO Pune premises. He wears a “Rajesh Khanna” cap and any person at RTO Pune office can help you to find him. He carry no expression on his face, has an executive assistant to fill up the form. He seats under a tree or in a Maruti Van. His fees are Rs. 30 for the certificate. Else, you may also get serious certificate from your family doctor.
5. Supporting Documents: Original License, Application Form, 2 Photographs, Medical Fitness Certificate if applicable and supporting documents (if change of address) etc. and then please head up towards Block B.
6. Verification: Application needs to be verified from RTO officer before you pay fees and impressed your thumb on machine.
7. Application verification Q is difficult to find. But if you are heading Block B, then to your right hand, you will find a small window with about 5-7 people wandering around it. On the left side of window, Mr. Ganesh has pictured a "Heart Shape" for his lover Ms. Manjula..... Anyways....the RTO Lady Officer helps you to verify the form.
8. There are 9 instructions written on the wall on how to tie up an application. I believe all government offices in India are schooled in “Puneri Patya” !
9. Officer will verify the form, write fees on the form.
10. You will then move to Cash Counter. Pay fees… do not fight with the officers for the change. This instruction is applicable for any government office in India.
11. Please then go to the room adjacent to cash counter. They will take your photo and thumb impression on computer.  Thats it...done 17 minutes ... your duplicate/renewed license is done.
12. Driving License need to be collected from main building after 20 days.


I strongly believe that if you are a good citizen (not involved or wish to involve in any crime), you should get your work done peacefully. To my experience, people cry due to the perception that Government offices are meant to exploit them.  This is wrong perception - I got my new driving license, new passport, marriage certificate (only one) without help of any agent/ middlemen.

    1. Thx vv useful. Want to add in case ur transferring ur licence from any where in India then u need. Noc from state in my case I was from Hyderabad to Pune .. things got done in 1 day ...40 min application submission and collection in the evening.. filled up change of address form at pune and followed every thing above ...it took about 45 days to get the license though.. but am feeling proud that I did it my self. Thx

    I visited Sangam Bridge RTO on 5th Oct at 10:30am.
    One gentleman loitering in the compound, on my enquiry, pointed me to Dr V V Mishra.
    For Rs 50, Dr Mishra completed my medical certificate.
    Per Ambarish Vaidya's advise, proceeded to Block B Form Verification counter (Counter# 1); the officer was not there; after a 10 mins wait he arrived (yeah, no lady officer for me) and put his notes on my application, exactly as described by Ambarish Vaidya. Then I moved to cash counter, paid Rs 300, collected receipt. I suppose the DL would arrive by post in some time, I am not sure how much.
    FYI...my address has not changed, it remains same.
    I was not required to do either biometric or photograph. Last one was done in 2007.
    I had arrived at RTO at 10:25 and was out before 11.
    It was like a dream. All thanks to Mr Ambarish Vaidya and the order at RTO.

  5. Ambarish, very precise information indeed and thanks for the same. Sometimes I think we curse the government departments that things do not work there without touts/ bribes without even giving it a fair try. I went there today to renew my license and get a duplicate copy of my wife’s license. Other than locating the section, the process was very straightforward and the staff too was very helpful.

  7. Hi Ambarish - Great info. would like to add my two bit as comments so that it will help readers of your blog as well. My case was renewal as well as change of Address (from Mumbai RTO to Pune RTO). One therefore needs an NOC from RTO Mumbai to be submitted to RTO Pune along with address change / renewal form. I thought this would be smooth sailing as I already got the NOC from RTO Mumbai.

    Window No 1 - Block B - sends me to ARTO (Mr Deshmukh) as my case is change of address from Mumbai RTO to Pune RTO although I have already got the NOC

    Mr ARTO is late for work and ambles in at 11:40 AM. I have been waiting for over 1 hour outside his office
    After that I go to Mr Grumpy who now verifies all my documents and writes the fees to be paid (They call this "pavti" - receipt ). It is 350/- which I need to pay at another Window behind (same block). After payment I get a receipt and am told to go for photo. They just point their finger and I am lost.
    There are a couple of Biometric cabins and I am standing in the learner's license Biometric queue, I realise the mistake in around 20 mins and locate the correct Biometric room. This fellow finishes my pic and fingerprint but give me the forms back. Go to Window no. 6
    Window No. 6 has a old aunty who also has the biometric machine but she says go to Window no. 1 which was already covered by me. Bewildered I again staff in the window no. 1 queue but askt the gent in front of me who seems to be an agent. He says all my formalities are over and I need to just submit the form to the Biometric fellow.
    I locate the right Biometric fellow who takes my form and tells me to go. The biometric done in nother room is sufficient as the database is the same.

    If it was not for my NOC - change of city address and me getting the right window and biometric queue this would indeed be a walk in the clouds. Total official fees paid INR 350 and fees paid to the Doc - IN# 30. time taken (10:30 to 12:45 PM including 1 hr wait outside ARTO for 1 minute work )

    4. Hi, with help of you guys i today submitted my documents for change of address and NOC submission from other rto...it took less than 10 minutes but then i sent a day earlier and that might have just helped a bit...i will wasn't too explain the process again
      1. Collect address change/duplicate LICENSE FORM From office counter close to main entrance gate, this closes at 2pm ... You will get it for free... Other wise some agents may charge 20 rs... Online there is no form i guess or i might have tried RENeval FORM
      2. Go to block C ... Main building itself but gate is on left side and on first floor( ground floor is parking)
      3. Moment you enter office for block C ..( Left after finishing staircase)... Immediate left on the entrance show your paper to the office sitting inside the cabin, he will sign the same
      4. Note show those papers on counter 4 .. where he will write total FESS and sign it again
      5. Now go to Block B ( enter inside Block A) you will find B block .. pay the fees at second counter written IDP on it... And collect the receipt from him and all documents ( i paid 364 rs..50 Rs for post, 200 for LICENSE duplicate n late charges of 50 i guess)
      6. Now in the same block ( at one corner) you will find BIOMETRIC ROOM written on it... Hand over the papers to him/her he will take your THUMB SCANNING AND photo and will hand over final receipt... THAT'S IT.. YOU ARE FREE... This took mer less than 10 minute... TRUST ME IT WILL NOT TAKE MORE THAN 2 HOURS MAX... SO KEEP 2 HOURS TIME so that though can be happy to finish in 30 minutes...I hate government work otherwise... Also CASH COUNTER CLOSES AT 2:30 PM SO you have to reach that counter before this time...i have pictures and will try to post it... Thanks for your help...MY FIRST BLOG THOUGH

  8. Great blog. Its amazing that so little has changed in 3 years. The process is the same.

    I went there today to get my license renewed. I couldn't beat the 17 min mark mainly because I stood in the wrong "verification Q". I should have read the instructions carefully. It is really a non-descript hole in the wall on right side of Block B. There are absolutely no pointers or arrows guiding you there.

    Here are some more pointers for license renewal. You have to put your old license in a small zip-lock kind of a plastic bag and staple it to the form. Also, you need just two photos - one for Form 9 and the other the Form 1A (medical certificate filled by resident doctor on the premises.

    My total cost -

    Renewal fees - Rs. 300
    Medical certificate - Rs. 50
    Plastic bag (+service) - Rs. 10
    Parking - Rs. 10

    Hopefully, my license will come in 20 days by post.

  12. I went through this blog and it was of immense help. One more addition to it -

    Once you have got the amount written onto your application, do not go back to any other window except for the one where you are required to make a payment. I went back to the window where the person had sent me to one Mr. Kulkarni for amount to be paid. He after seeing the amount added in 100/- more Stupid of me :-)

    Total payment made
    1. Renewal - Rs. 400/-
    2. Medical - Rs. 30/-
    3. Parking - Rs. 3

  13. Literally 5 minutes: thanks, Mr Ambarish! this is a real service, you made it easy for me. I had filled all forms from the internet fully, including pasting photos. The earlier license had to be stapled to them, it can be placed in any little plastic bag or plastic paper for easy stapling since the license itself cannot be stapled. The B Block turned out to be at the back on the left side, behind car parking - the building had 'learner's section' written on it. The verification window may have changed - it was the first one on the right of the building, and had to be accessed from outside. Then go in to the right and pay the money. And that was all, the deed is done. When i went (at about 11 am) there were no other people waiting and no notice boards, so had to ask a bit to find the windows, but the procedure was simple since i had read the above.

  25. Renewal of Licience is so simple bypassing Agent, follow the following steps
    1) Download the form form 9 and A1 medical form filled in your house
    2) go to RTO locate the Doctor sitting in basement give Rs 50/- get the signed form from Doctor
    3) Go to section "C' verify the form
    4) Get the xerox copy from outside steeple the lenience
    5) Go to Section 'B' pay cash Rs 311/- get the receipt . Wait for 20to 30days time for getting renewed lenience by post

    Step1: Learning licence
    Step2: Permanent driving licence
    You would need an age proof and address proof, along with corresponding originals documents.
    Common age proofs- 10th class marksheet or PAN card.
    Address Proof is complicated. If you are an outsider, staying in a rented apartment, then you would compulsorily need 2 address proofs, both for your local address as well as your permanent address.
    Local address proof- A rental agreement carrying your name as "tenant" and your landlord's name as "owner", along with electricity bill in your owner's name will suffice.
    Permanent Address proof- Your Voter card or Passport mentioning your permanent address would suffice. If you are a localite, i.e, your permanent address is same as local address, then only permanent address alone will suffice.
    You would need a few passport sized photographs

May add:If you go to Sangamwadi rto a little before 10 am by car...then parking no problem.Those days the then transport commisioner Mr Zagade had banned all agents.I went to booth which dispenses the forms and was told that the Medical be filled by my General Practitioner. Obviously I didn't want to go to my GP after coming all the way so I looked around and sure enough I saw this elderly gent (doctor) who stood outside rto compound but was leaning inside over the fence.Hestamped my form for Rs 50. Got verification done in main new bldg ---this section is behind (not visible) left row of counter--approach is thru a door on left side when u enter. Paid exact fees as mentioned above.My licence came by Post about a month afterwards. Not a paisa paid to agents.

  29. Thanks a ton for the valuable advice & as can be seen from the numerous responses,it has definitely helped people. Otherwise, for the first timers,RTO is like a foreign country and the touts start pouncing on them,the moment one enters its premises,with promises of tatkal type service at a steep cost,which is totally un-necessary if one can follow their procedure,hence this blog helps one go thoroughly prepared with all necessary documents,photos etc and even the locations,where one needs to go.Thanks again mate.Like some one has written,I have to find out the real experience at RTO,once I go there,next month some time. 23rd May 2015

  30. Thanks for the post.. it was helpful.. i'll just update my exp here as well..I went for Change of Address.

    Get all your docs ready before going..
    1. take form from counter on the right side of the pune rto main gate
    2. fill it up completely, put proofs in order
    3. in Block C, need to take signature of officer
    4. in Block C, a person will write the fees on the form
    5. then on the left of this person take signature of the employee there (will verify it again)
    6. goto block B to pay fees. carry change (NOTE - Look at the receipt for the amount they put. There was so much commotion during my visit that in the hassle i checked the receipt much later on. I was charged Rs 363 and the receipt only said Rs 253)
    7. Then just next to the payment counter there is Bio-metrics (ADD your BLOOD GROUP on the form. There is no field for it, but write it)

    Process is not time consuming. Just that people break queues and the touts carry multiple forms at one time which takes up more time..

    Notes -
    1. For change of address, you need to get a NOC from the RTO which issued you your license.
    2. For collection of License & RC Books, visit first floor of RTO. TImings are 10 to 2 pm. The queue can be long at times so visit early
    3. The process can indeed be done by yourself, without paying extra. Just have patience.

    I have a strange problem.
    My DL is from Amritsar, Punjab.
    I am a domicile of Kerala.
    I am staying at Pune and Pune Police always warn me when they see my DL coz its a totally in tattered shape. Its a book which i somehow laminated years back but now its in a pathetic shape. The DL is valid till 2023 and I took it in 1996.
    Can yoy please provide me guidance to change my DL at Pune?

    Today I submitted my documents. It was for renewal

    1. I went to RTO Pune @ 10AM
    2. I need to go Block C for Amount and Signature, Babu expected to be there by 10 but came @ 10:30AM
    3. Then I submitted document and fees @ Block B (263 + 50 = 313)

    On Block C They put pati for not asking Stapler, Gum , Poly bag to keep old License.

    Adding two more requirement with Amrish :

    1. we need to carry plastic bag to keep old license and attach it to form
    2. Medical Fitness certificate should be from MBBS doctor only.

  35. Hi Ambarish,
    With the new system in place could you kindly post about how to renew a learner's license for LMV. Do we need to go to the IDTR center in Alandi or the Sagamwadi center? As many people fail the test, it gets difficult to renew the license(the first time I went through an agent, as I learnt driving from there itself, but don't want to go through an agent now).

  36. very grateful for this blog. the help counter insisted on another form for renewal. paid cash immediately & went for biometric. the person there refused to correct my wife spelling, gave trying to argue. when we went to RTO there was a morcha & the police guy said you can park ahead. there is a solitary no parking sign without distance being marked on it. when we came out in 15 mins about 6 vehicles were locked & the traffic police said that its no parking upto jehangir nursing home......illogical

    Appreciate the person who has created this blog. Its really help full and even apply little common sense any body can do it. Explaining step wise :-
    Download the form 1 from the site.
    For Medical a senior person seating in front off Canteen with stylish cap can be recognized easily or ask from some one.He charge Rs 50/
    Enter to " C " block with Application Form,Medical certificate and approach a person seating on left side. He will put his signature on form and direct you to pay the amount in B Block.
    In B Block pay the money and surrender the old DL ( In case of Renewal)in a small pouch.
    Temporary DL can be collected from adjacent window. Permanent DL will be reaching at your home by speed post within month.

    Expenditure for Renewal charges

    1. Medical Certificate Rs 50/

    2. Processing fee Rs 314/

    3. Parking charges Rs 5/

    Must carry a small pouch for handing over the old DL. RTO staff is very cordial and sincere. You need not to fear from them. I too was scared. Whole process took around 20 mts.

  39. Very helpful. I too got my earlier driving license from Mangalore renewed at Pune RTO without any hassle. Needed the NoC from Mangalore, 3 passport size photos, two address proof [I submitted by Voter Id and the aadhar] and the medical certificate. It was a smooth process with everything completed within 30 min. No need of any agents etc. Very efficient RTO office at Sangam bridge ! Well Done, Pune RTO !!!!

    Very Helpful. Additional tips.
    1. Doctor is still there
    2. Forms are available in "invisible" counter near the gate near 4 wheeler parking slot in front of the main building.
    3. A plastic bag is required for putting old license, which is stapled with application form and medical certificate. This plastic bag is available for Rs 5/- near gate inside the premise.
    4.Verification is done in Block C; Right hand side upstairs going towards Block A. After climbing to 1st floor , left hand side.
    5. You will not find Block B. Enter Block A, and you will immediately find Block B.
    6. Most importantly, it is suggested that you park your car somewhere else,and reach this office in auto,if you are not an early bird.
    Enjoy renewing license.

  43. Hi thanks for all the info. I beat the record. 7 min from start to finish. I had all the paper work ready before I went in. All forms, doc certificate, plastic bag etc. Went to Block C only one person before me. In under a minute my form was processed. The man behind the counter was very nice and cheerful. In fact while processing my form he released it was my birthday so he got up and shook my hand and wished me. That was a first for me. I wish there were more such nice people in govt. offices.

    Deviations as mentioned above stand....
    4.Verification is done in Block C; Right hand side upstairs going towards Block A. After climbing to 1st floor , left hand side.
    5. You will not find Block B. Enter Block A, and you will immediately find Block B.
    You need one photo on your application and one on the doc certificate. apart from that no other photo required. If you already have a smart DL then no need for biometry. just get your form verified. have the amount written on the form. go to section B and pay the money and boom you are done. 7 minutes flat.

    I still cannot digest the fact that it went off so smoothly and fast.

  46. Hi Ambarish! Thank you and all other fellow contributors on this blog. I visited RTO last Saturday and I found the process very simple provided all the documentation is in place. However the rates have increased and I had to pay total fees of Rs. 1065/- for licenses renewal plus Rs. 50/- for getting the doctors signature on form 1a. I recommend people try the process on their own rather than going through agents. Moreover an agent quoted me Rs. 3000/- and then he mentioned that there is a further hike in fees. Let's do away with these middlemen who add no value.

  48. Really helpful block. Today i have submitted my document for license renewal and experience is very good.

    Few points
    1. Medical certificate is mandatory irrespective of age. One can get it in RTO premises only. He charged Rs. 50/- for the same.

    Except cleanliness, overall experience is good. Don't ask any question to lady staff. They are very rude.

  49. Just got my licence renewed.. Its completely done online now. If you have all your documents in place you need not go to the RTO. People at the RTO completely misguide you. There is no proper information anywhere. I finally got a picture from the B block for the procedure to renew it online. I will share this. There is no need to even visit the RTO office.
    Just renewed my driving Licence and hoping it to arrive soon.

    1. I did the process of DL renewal in Apr2018 in Pune, RTO. I already had a smart card so Biometrics & Photo was not applicable for me.

      The entire process of application needs to be done on the Sarathi portal itself. No need to go to agent and the application process is pretty straight forward.
      Steps -
      1. Go to https://parivahan.gov.in/sarathiservice8/stateSelection.do and select your state.
      2. Click on 'Apply Online' and then on 'Services on Driving License'. Then click Continue.
      3. Now enter you old license details and then select the service that you want. In my case I had selected 'DL renew' and 'Address Change'. Enter all the required details and then OK/Submit. You will get an sms message with your application number for future reference.
      4. Upload the required documents. You can upload documents from the main url by clicking on the Upload Documents link. If you already have a smart card then you should not 'Upload Photograph and Signature.'
      I had gone to the RTO office with the print out of the Form 1A and got it signed by the govt doctor sitting in the parking area, who charged me 100Rs. After that uploaded the scan of only the last page because that is all is needed to be uploaded and because of the file size constraint of 500kb. But I think any MBBS doctors stamp will work.
      5. After that pay fees. This can also be done by clicking on https://parivahan.gov.in/payments/. Remember they aceept fees online only (fees cant be paid in RTO office). For me the total fees was - Rs 666 only. (200 for renewal and 200 for address change, rest were all taxes, form fees, postal charges etc).
      6. Get print outs of all the forms including fee receipt. Forms can be printed from the 'Download forms' menu on the sarathi portal.
      7. Staple the documents in the following order-
      a. Old Driving License in small plastic bag.
      b. Fee receipt.
      c. Application form
      d. Aadhar xerox
      e. Medical form 1 & 1A (having doctors signatures)
      f. Copy of address proofs (I had aadhar card, passport and bsnl bill)

      8. Go to block C of the RTO office. First floor left had side.
      9. Go to counter of license issue year and hand over your documents to the person.
      10. The person will verify the documents and let you know if anything else is required or all is okay.
      11. If there are minor changes you want to do in the application form, you can tell this officer and he will edit your online application with no extra charges. In my case I had requested the person to correct a mistake in my new home address which he was happy to update for me in the application form. In my case this took just 5 mins.
      12. Once your form is accepted you can carry a copy of the fee payment receipt while driving.
      13. You can track your application status online through the Sarathi portal. You will also get sms alerts at every step.

      I had submitted documents in the RTO office on 23-Apr-18 and received my new Driving License through post on 3-May-18. Total 10 days :)

  57. I have to renew my two and four wheeler license, However this is the message that I get when I type in my DL number. Guess I have cannot apply online.
    Details of given DL Number not available in the central Repository, On line applications provision is given only if the Driving Licence Details is available in the central Repository. However those candidates whose licence data not available in central Repository, can get the service by Concern RTO / RLA Authority.
